Brick Improvements

• @pixiebrix/browser/open-tab now accepts a spaceEncoding parameter to control whether the URL search params use "+" (default) or "%20" to encode spaces. See https://github.com/whatwg/url/issues/491 for more information

• Adds a new actionPanel extension point which shows a panel in a sidebar that the user can toggle by clicking the PixieBrix extension icon in the Chrome Toolbar (currently YAML-only)
